What's the point in buying water from the toilet?

I remember it from the times I was about 4 years old. My mum had invited her friend for a coffee, they were sitting on the sofa chatting and I heard the friend telling mum that she had bought an expensive French perfume with an awesome scent.

I should mention the Ukrainian name of that type of perfume is "tualetna voda" literally translated as "toilet water".

And I couldn't get it: firstly, why do they get it from France and also for big money? Isn't there enough water in the toilet here? And how can water from the toilet have a good scent?
